About the National Level Crossing Portal (NLXP)
The NLXP is a national tool for enhancing access to Australian level crossing data, providing authorised level crossing management stakeholders with on-demand, self-service access to data and interactive data visualisations to enable stakeholder to tailor the available data use to their analysis needs.
The NLXP integrates level crossing occurrence data reported to the Office of the National Rail Safety Regulator (ONRSR) with a selected subset of data from the Australian Level Crossing Assessment Model (ALCAM) Level Crossing Management System (LXM). For more information about the data content and sources, please refer to the Overview & Methods section of the website.
The NLXP contains information on level crossings on railway networks operated by rail infrastructure managers (RIMs) that fall within the oversight of ONRSR (i.e. are captured by the National Rail Safety Law). A list of the railway organisations that are RIMs for this purpose is published in the Rail Safety Register, available at www.onrsr.com.au.
The nature of the information in the NLXP is more relevant to understanding the road user interaction behaviours and performance at level crossings rather than providing a comparative safety performance insight. The NLXP presents data in a benchmarking format principally to present a national level crossing safety picture.
However, the NLXP data will enable users to build their own performance benchmarking analysis that can be tailored to the specific insights they may be seeking. In doing this type of analysis, users are directed towards the reasonable use expectations for the use of NLXP data.
The NLXP was developed by ONRSR on behalf of the National Level Crossing Safety Committee (NLCSC) and introduced in 2021. ONRSR continues to host the NLXP and provides ongoing IT and administrative support. As part of an Australian Government initiative, the NLXP has recently undergone a review aimed at enhancing user experience and improving the quality of data and information provided.
Access and Permissions
To register your interest in accessing the NLXP, click on the “Register” button to access the request form.
You will need to provide:
- Your email address – you should provide your corporate email address, not a personal one.
- Your company name.
If your company or organisation does not exist is the selection, please refer to the “What if my organisation is not listed for access” in the FAQ menu.
If your organisation is not listed and you’re a new registrant, please email support@nlxp.com.au to request whitelisting. Please note that your organisation will need to nominate a key contact. For further details about the key contact, refer to the User Guide section on the website.
Yes. The NLXP provides stakeholders with access to a common, national level crossing safety dataset.
ONRSR will have limited level access for regulatory purposes. While a limited number of ONRSR staff will have full access to the NLXP to provide system support and administration, this access will not be used for regulatory purposes.
The mid-2025 update to the NLXP included the implementation of a new user management system, which required all former user accounts to be transferred to the new system. Users that had accessed the NLXP within 18 months prior to the update have had their accounts transferred and activated where ongoing use was confirmed with the relevant organisation's NLXP Key Contact. If your former login no longer works, you can re-register for access via the website if your organisation is listed on the registration page organisation drop-down selection. See the User Guide for further information on registration.
Data and Reporting
The NLXP aims to include public and private road level crossings that exist on railways that are regulated under the Rail Safety National Law, which represents the overwhelming majority of level crossings across Australia. As an example, level crossings associated with the Queensland cane railway network are not included in the NLXP as these railways are not captured by the above law.
It is possible that the current data sources used to compile the NLXP are missing crossings, particularly private road or occupational level crossings. These data sources are subject to ongoing review.
Every effort is made to include occurrence data for all level crossings within the scope of the NLXP. Minor differences may arise because other publications might include data from locations not captured in the NLXP, or due to differences in the timing of data updates. The NLXP is intended to reflect the most accurate and current information available at the time of publication.
The intention of making the occurrence description available to all NLXP users is to provide more context to the nature of the level crossing incident. However, the occurrence descriptions provided to ONRSR as part of the legislative reporting requirements often contain occurrence related information that is ancillary to the nature of the occurrence is not considered relevant for publication on the NLXP under the confidentiality provisions of the Rail Safety National Law. Efforts are continuing to review and generate descriptions for inclusion in the NLXP and will be published as they are completed.
